Fast Forward not able to be cut?

Any skill i've tested, granted it's only been about 3-4 skills that have a duration tag on them, cannot cut Fast Forward as the game, even though it says it's able to support the skill and even shows up as recommended, displays, "This skill cannot be cut for this skill", even with the Strength requirement met.
