Game softlocked in A2 Cannot complete horn quest

game is completely soft locked in act 2

cannot create horn of orbala

have killed titan boss, water boss, and bone pit boss 3x each will not drop completion items.

no npcs have prompts.

have tried moving caravan and no prompt shows for blowing horn.

have not received horn.

please, please help.

cant play the game

cant get help from players

cant get help from devs.
