Multiple wisp modifiers on monsters and a whole lot of shoes, Bug Report ID: #3209125033

I was chasing the wisp and at some point it disappeared and the monsters around it had multiple modifiers. I was expecting them to have only 1 modifier as in previous encounters.

Also the two rares I defeated dropped only shoes.
I murdered the Vaal shoemakers.
It was terrible.
