Shock build up dont work?

Hey! I might be just dumb but ive been reflecting that my sorc aint bulding up any shock at targets with spark/orb of storms. Its locked 2 freeze build up. I dont use any cold spells exept in the talents whree 5% of lightning dmg is converted to cold. I have like 80% chance to shock
