POE 2: No skills work after trying to equip second weapon set and skills

I got through the first three acts and progressed to the hunting grounds before I had any issues. I use a wand and focus in the first weapon slot the entire time. Once reaching this point I was trying to equip a Staff for my second weapon set so I could use convalescence. I right clicked withering presence, then right click convalescence, then clicked to use only with the second weapon set in the skill profile. After doing this all my skills were grey and when clicked I got a thud sound with a red half circle above my head whenever I use any skill. The skill does not fire or place a totem or cursed area. I had no issues until I tried to equip the second weapon.

Replacing the skill gem doesn't work.
Restarting the game didn't work.
Removing the second weapon set and making sure weapon set markers are all clicked didn't work.

I cannot play at all and have no idea how to fix the problem.

I have found that if I remove gear that has energy shield on it I can use my spells again. But I can't wear a helm, off hand, chest, gloves, or boots. This makes no sense.

I believe I may have found the issue. I had put a gem into my passive tree that says "6% of skill mana costs converted to life costs" but I'm playing lich ascendancy with the eternal life node that states " Your life cannot change while you have energy shield.
