Skill cost multiplier question

Ok I am a huntress I have went ritualist for my ascendency. I took blood boil for a bleed build and it has 0 reservation cost. If I use magnified affect on it which says cost multiplier 130%, it makes it cost 20 spirit instead of 0 is this a bug or intended?
