Gloam gown elementalist robe not working correctly?

The gloam gown elementalist robe has a modifier that says change the base delay of energy shield regen to 10s. I have most of the faster start to energy shield regen nodes in the passive tree so it should be decreased by at least half. However that is not the case. I tried respecting some of those nodes and getting them again to see if it changes and nothing. I can see this being a text error and what they mean is the delay of the shield regen is set to 10. Not the base, the set rate. This is confusing because the language used is the same as the normal delay without any modifiers
