Network is out of Control

Hello everyone

Stopped playing a couple of months ago and came back to see what the new league had to offer.

But everytime I am ingame my bargraphs look normal except the network which spikes for 15ms to 1-2k every few seconds which results in freezes, then sometimes it freezes for a long time going upwards of 5k ms then crashes.

Anyone have any ideas on what could be the problem? it worked fine last time I played, I know there is a lot of performance issues with the new patch but I couldn't see any other simmilar issue to what I am experiencing.
