Freeze into Loading Screen then back to Normal

Since the patch, I've been running into an issue where the screen will freeze, I'll hear an error sound from Windows, immediately into the 'gear wheel' loading screen, then back to normal, as if the game was paused.

Is there any fixes for this? Or what's causing it? It's pretty frequent and seems to coincide with lots of stuff happening on screen, but not exclusively; I've had it from just talking to a vendor, interacting with a lore object, to opening my stash, etc.
