Rogue Exile Atlas Tree Bugged

The Rogue Exile related Atlas Tree nodes don't seem to be working. With all Rogue Exile Chance nodes taken (130% increased chance to contain Rogue Exiles), I've only seen 2 Rogue Exile in over 100 maps cleared. Wealthy Targets also doesn't appear to be working, as the 2 Rogue Exiles I encountered did not have Unique Jewellery equipped/dropped.




Update: 130 maps down, finally saw another Rogue Exile. Wealthy Targets still not applying.

Wealthy targets is not a 100% chance for unique jewelry, it's 100% MORE chance. so if the chance for unique jewelry is 1%, you made it 2% with that node.

Still, with regard to the other nodes, rogue exiles are supposed to be more common and I faced 4 of them before taking 70% increased chance and 0 since. It's like those nodes reduce the chance of encountering instead of increasing it.
Can confirm that its bugged. I have the notable selected that they cannot have unique weapons and still one was wielding a "Guiding Palm". Also they seem pretty rare and 9 out of 10 exiles don't have uniques at all.

ATM generally for me it seems that rarity is bugged in the game.

I assume this is because Scepters aren't really weapons, but the game calls them weapons so there seems to be a mismatch there.
I have the same node assigned and I had a rogue with a quarterstaff. I dont believe its working as intended, unless its just a "chance" to not have weapons and to have jewelry instead
