Targeting with Magnetic Salvo and Voltaic needs to be fixed =/ Why were those ignored?

I don't really understand why they took the time to fix Freezing Salvo and Sniper's Mark then just ignore Magnetic and Voltaic?

Those 4 have been basically unusable in my opinion with a controller since launch. I guess 2 out of 4 is a good start but I was pretty sad when I realized the two I actually wanted to use were ignored =/
