Unable to allocate passive in passive tree

I had a full working passive tree but then I unallocated 24 points to make 2 weapon sets. Now I am unable to allocate the last skill "Resonance", despite still having 1 point in weapon set 1. When I click on it, nothing happens, when I click on a different node, it gets allocated.

Weapon Sets are really bugged, I had Resonance allocated before I made the change to Weapon Sets. It also takes several tries to allocate two weapon sets and it is impossible to do it in one go without saving. I tried that and allocated 24 nodes to each set. But when I was finished, it said that I have 24 points unallocated. When I restarted the game, the weapon sets were gone.
