Incorrect frenzy charge generation

Using the passive tree (Conduit).
With the skill activated (Combat Frenzy).
It should generate frenzy charge for allies, but this does not happen.
When deactivating the passive (Conduit), the Frenzy charge is generated normally.
I'm using the skill (Bone Cage) to cause (Pin) and generate the frenzy
But if you activate the passive (Conduit), the charge does not pass to allies. Could you tell me if this is really a bug that will be fixed, or if I am doing something wrong? I am an auramancer and I have this concern to help my friends.
