Skill and tooltip broken

My items are all usable with the stats I have
My skills are all usable with the stats ı have

Lightning spear tooltip mini box shows - as value, same as my storm lance...
when I access the arrow to the side, it either shows "This information is currently unavailable" or shows the staats of other skills such as Snper's Mark or herald of Plague...

Cannot even play and only skills working are snipers mark and spear throw/stab

Also I cannot see/place skills to the action bar at the moment...
