Waystone (new char)

Why doesn't low level waystone drop after creating another character? Doryani only sells level 14. How can I make my second character start at Tier 1?

Endgame is shared among all your characters in the league.

right now you would need to farm the last Act to get Tier 1 Waystones
|

This seems like an oversight on the devs part. Even tho the atlas is shared, it would make much more sense for doriani to sell T1s for a new char.

I spent a long time wandering around trying to find a T1, and nothing. Doryani should have a fixed T1 for sale for new characters.

Exactly, there are 8 or 9 items there for sale and they are all the same... why is that?
