Performance Issues since the 10.4.2025 patch

I'll start by saying, that the performance of PoE 2 on average is very decent, or at least it was.

I was playing just fine on my personal rig (R7 5800x3D, Rtx 4060Ti, 32Gb DDR4 3600Mhz ram, on 2560x1080p 200Hz monitor), I was getting somewhere around 140-180Fps on Vulkan and everything was fine. The game run fine even on RoG Ally with Z1 Extreme, with around 30-50Fps depending on what was going on around.

Then the 0.2 dropped, everything was working just fine, and then the patch on 10.4.2025 happened (for americans, the 10th of April), and the performance went to the gutter.

Examples:
Many people on "weaker" setups (consisting of Ryzen 5s and Intel i5 CPUs with Rtx 2060, 2070 or 3060) just kept crashing non-stop.
My personal rig went from flawless 140-170 FPS with drops due to effects happening, to starting out with 140-170Fps in my hideout, where i can stand still for 20 minutes, and the FPS will drop to 100-120Fps, after another 20 minutes, the FPS drops slowly to 80-100Fps and horrid stuttering, which gets fixed with either game restart or even exiting to character screen and going back to the game.

While that is happening on Vulkan, there is DX12, which has lower FPS comapred to vulkan (say around 120-140Fps on my rig compared to 140-170Fps on Vulkan), but jesus christ, the CPU utilization on that one, when the Ryzen 7 5800x3D gets pushed to 100% and Rtx 4060Ti drops to around 70% quite frequently, there is something bad with the renderer, that should never happen in this configuration.

And Dx11 is basically useless as render option.

Just to get around some "fixes" -> Resizable Bar is enabled, XMP is enabled, I tried giving POE 2 realtime priority, fiddling around with core allocation, etc.

This is an issue that I saw personally on 8 computers, all either mid-tier or high-tier PCs, while i saw perfect performance on the remaining 5 PC's that I have access to.

Might as well be some issue either with the steam client (havent had the chance to try standalone), or windows distribution / version, as im running on W10 Pro, 22H2 with updates currently turned off (GPU drivers were tested both older and current with no change).
