Severe Lag when loading

My entire pc lags severely when loading most thing in PoE 2 now. This was not the case before the dawn of the hunt launch. Its easy to tell because I can watch my LED fans on my tower literally stutter and lag as my pc is trying to keep up with the game. This happens on the login screen when first booting up the game. It happens when portaling to town and loading into new area making transitions take way longer than they used to. It also happens when I open a strongbox assuming rendering the sudden spawn of monsters is the issue. These things didn't happen before the dawn of the hunt update, or if they did it was so minor that it wasn't an issue. It now makes the game feel unplayable at times and makes me genuinely concerned I'm going to fry my CPU.
