I CANNOT TRADE EVENTHOUGH I'M NOT IN THE SSF MODE

As the title says, I cannot trade eventhough I'm not in the SSF mode. Is there fix to this? I caanot migrate since the system doesn't see anything to migrate from or to. Please help.
