XP Penalty on campaign

XP penalty on campaign. I have 44 lvl and in 60 lvl location. I doesnt gain xp. This was ok in previous patch, i can "speedrun" and at the end have +-60lvl. WTF?!?

There is an exp penalty if your level is far away from the area level. This goes both ways, below and above.

I don't understand why this is done. Maybe it's a crutch of some kind. Why slow down the re-runs of the acts? Or does GGG think it's fun?
