Suggestion in imroving movement speed

Heres my idea. I want multiple items added to the game. a item that i can slam onto my boots. the items can drop are 10% movement speed. 20% movement speed. 30 % movement speed. and the ultimate boot slamming item. 35% movement speed.

that way i can find a damn good pair of boots. and actually use them. and slam the highest movement speed i have.

it would fix. the bullshit that the current crafting is. when it atleast comes to boots.

Every build in existance moves at a crawling 30% ms if lucky.
Meanwhile Lightning Spear zooooms the maps at 500%.

IMO movement speed for all classes and all builds should be capped at 40-50% movement speed. i should never feel like looking at another persons build make me feel like im wasting my time
