Do Tiered Rares work with Chaos Orbs?

I got a Seaglass Spear Tier 5, the first rolls were ok in tiers, but 2 good mods and 3 bad mods.

I thought that slaming a few Chaos Orbs was the right think to do, good odds...
I removed some of the bad mods but the new mods that came rolled SO LOW (that was not supposed to happen in Tier 5 rare, right?)

So, how do these Tiers work? It was supposed to avoid ultra low rolls, right?



As shown I rolled a couple TIER 3 mods and a couple TIER 1 mods, in a TIER 5 rare... confused.

Tier only represents the mods it rolled when dropped. Has no effect on any future modifications

its just an item that got "lucky" on its first rolls?

Hm, that's lame...

Could be so much more exciting if it was like an item with different properties...
