Shield Charge Stops Working After Gem/Weapon Swap

After swapping out a Spectre gem and changing some weapon swap skills, my Shield Charge skill suddenly stopped functioning.

I’ve attempted several troubleshooting steps, including logging out, changing instances, and re-equipping the skill, but nothing has resolved the issue.
