Scrolling in skill details window does not work properly

It's basically what the title says.

There is a part right in the middle that simply cannot be seen because the scrolling is not smooth. it's always top or bottom

I have this too, but somehow I can get it to stop exactly in the middle when spamming up and down sometimes, not reliably but it is possible. I have to very quickly flick the stick down or up and let go, the rebound seems to sometimes hit the opposite direction and stop the scrolling.
Would love the scrolling to get fixed though.
