This is entirely too common.

Its especially bad how atleast atm it only affects that specific gear and not anything else

Very much this. Mods that are only required for a very specific subset of builds should not be on items directly (unless they're uniques). I'd suggest generally adding more sockets to items and using runes, etc. to add those specific mods to items instead.
