Unable to launch POE2 from Steam

Have tried all other suggestion to no avail.
Game just won't launch. Game icon shows in task bar for a second or two and then close/crash. Nothing. Re-installed clean game files. Re-installed Nvidia drivers. Run as admin. -dx12, Vulkan... re-installed VS Code 2022 Redis.

This is a brand new, fresh out of the box, MSI Raider 18 HX AI laptop with an Ultra 9 285hx cpu, RTX 5090, 64 Gb of RAM. Should have no problem running this game.

Anyone else seeing this? Similar hardware?
