Lower Level Casting

In Path of Exile 2, there's an exponential growth to the mana cost of skills as they approach higher levels, and sometimes it seems beneficial to keep a skill at a lower level to avoid incurring a huge cost penalty for a minor gain. I actually like the idea behind this, so it's not just maxing a skill all the way up to 20. However, I found myself in a situation where I maxed out a gem and I wanted it down to a lower level, but since I'm playing already endgame, my only way to find a suitable replacement is to start a new character and collect some tier 15-18 gems.

So, wouldn't it be possible, elegant and simple to just allow players to cast a skill at a lower level than what the Skill Gem allows? First, it would make collecting low level gems less of a headache for making an efficient use of a skill, and it would still allow completionist players (I'm one! :D) to max out a skill without having to incur this silly penalty. It makes sense to be able to cast an ability at a lower level and it doesn't fundamentally change the game design (no loot problems, still have to figure out which level is best for your gems to be cast).

Usually you want to hang on to a few level 13 or whatever uncut gems to have access to curses with the lowest intelligence requirement. You don't have to make a new character. Just find out what level monsters drops the item you need and go back to a point in the campaign with that level area. And if you aren't SSF trade for it.
GGG indicated they were aware of the problem and would look for a solution.

It sounded like it would be a way to de-level a gem, not really a select the level interface, but probably using a device like the reforging bench.

It did not sound high priority. Not sure how hard it would be to implement. Does not seem that hard but never know all the coding ramifications.
