Account locked?

I'm receiving an account locked message on my account. I've entered in contact with the support and they said that's due to a chargeback that I did. Basically, what happens is that in December, I bought the most basic support pack on Steam and did a refund to buy the most expensive one, and now my account is locked due to this refund. The support asked to chat with my payment provider for this chargeback not get approved, but since it was in December 2024 so it's not possible anymore. I've sent several emails to the support to help solve this issue, but no one is answering me. Need help here to recover my account.
