Bug that makes it impossible to use skill gems over 20

The support gem limit has not been exceeded.

After setting skill gem 20 and Storm Lance and Lightning Spear skills to Weapon Set 1 only, moving to another map will make those skills unusable.

Weapons include Tangletongue in both sets.

This bug did not occur with skill gem 19, but it does occur with 20 and 21. You can use it by setting it again in the skill column after moving the map, but it is a very tedious task.

While trying to find the cause, I felt like I was doing debugging work, but will I still get paid for it?

I solved it myself.
I changed some of my intelligence and dexterity, and now I can't use skills. My ability scores were enough to begin with, so I have no idea how it's working.
