Skills granted by weapons resetting the action bar.

When loading into a any new zone, including town. My action bar will always place the skill granted by a weapon on to the Left Mouse button, even if I have it set to another slot (In this case, right mouse button). And when this happens, the skill placed on RMB will do nothing.
