Mercenary not using Tear of Purity's Purity of Elements Aura

As title, mercenary I found had a Tear of PUrity item, but they're not activating the aura.

They can't use skills from items. They only will use the skills below their gear. If you want Purity of Elements from a merc, you have to find one with the aura. poedb has a list of the potential mercs that can have the aura.
