Small MS Lagg

Its been haveing theese laggs for a couple of leagues now but i always assumed it was a pc issue but after getting a new pc it still happens so now iam makeing this post. Ive played a new build every league and its a constant thing.
Cpu: Ryzen 7 98003XD Gpu: GeForce RTX 4060 Ram: 64GB 3000 MHz All poe settings are currently set to standard, except Vsync which is off and iam playing in fullscreen windowed https://pastebin.com/0XXkmNFN i have a 3 min vid of me doing a map but unsure how to link it.
