Graphics card causing game crash

I got a new PC prior to 3.26 and am using an AMD 9070XT and AMD 7800X3D processor. I did play a bit on standard prior to the league start and had zero issues but not enough to definitively say this started during 3.26.

What happens is my entire PC, both monitors, hangs for like 10 seconds then when it comes back, most of my applications are now permanent black windows that must be closed and reopened. Path of exile will be a black screen until I click and focus on a different application, then I can see path of exile again. Once I click the PoE window, it goes black again so I must close it via task manager.

This also causes any video I had playing on my 2nd monitor to need to be reloaded and also path of building must be closed via task manager and restarted.

I've been using directx12 and will try with vulcan now.
