Safehouse boss doesn't spawn

I opened my research syndicate hideout from inside a map, after completing an intervention encounter and the hideout boss did not spawn, the door to the stashes remains closed, after porting out and in I got a "Safehouse abandoned" popup.

The hideout boss was Elreon, he did not take part in the intervention encounter that I've completed before opening the portals.

Update: The map also contained a research encounter, which could not be completed, since none of the research members have spawned inside the area. The standard mobs throughout the research lab did appear, only the syndicate members didn't.

Highly recommend never opening Safehouses in map for encounters like this. Has worked this way I believe since Betrayal league. I keep Jun near my map device so I can see the ! mark when a Safehouse is ready to run and then run it before opening the next map risking 1 less encounter in the map.

I usually forget to run my safehouses and this league for some reason if I ran a map after a safehouse was ready, after completing the two available encounters and finishing the map, the safehouse progress jumps back to 90%, even if it was complete before, this is why I thought I'd run it inside the map, so I don't forget.
I guess the reset back to 90% thing is intended, since it happened more than once and didn't find a bug report about it, but I didn't know opening safehouses in map was this problematic.
Putting Jun closer to the map device so that I see the ! mark is a good idea, although I think I'd still not remember to do it tbf, but that's a skill issue.
