Johan/Kingsmarch Not Showing Up

I completed the campaign and can see Johan in the Epilogue, but he won't offer me a quest for Kingsmarch.
When I type /kingsmarch it says I don't have the required quest state.
Multiple people in my guild who are just finishing the campaign today are also having this same issue.
