Suspected bug with Spectral Throw of Trarthus

I just started a build with Spectral Throw of Trarthus and I see that it scales its trap throwing speed using attack speed but it seems like trap throwing speed has 0 effect on how fast you throw your traps even though it has the trap tag.

Should both attack speed and trap throwing speed affect Spectral Throw of Trarthus and this is a bug or does this skill actually not scale with trap throwing speed despite being a trap.

If i perform this same setup in path of building allocating trap throwing speed does affect the speed on the stats page.

I was wondering the same thing even if a take trap throwing speed node on the tree i don't see any difference whatsoever and the tooltip part is about attack time scale of attack speed but i can't see any change in any case.
