Memory Tear Quest Progress Brick After SSF Migration

Hello, I'm hoping this is just me being slow, but it seems I have a bricked atlas after migrating all from SSF > SC Trade. The memory tear quest chain shows up on my atlas but Eagon himself does not allow me to run any of the maps (no option when I talk to him besides lore dialogue).

So far ran over 150+ T16s with no Memory Tears spawning and have found 0 Memory Influenced maps from 50 T16.5 / Memory influenced maps - so something seems odd.

Still bugged, still haven't seen a single memory tear in hundreds of maps.
