Cannot Access Kingsmarch

I have the quest "Kingsmarch Prospecting" that tells me to Find a way to Kingsmarch, but I am unable to access it via Johan. I have completed the campaign, I have clicked on an ore in maps and completed it so I have the resource, I have gone back to Act 10 and had Lily sail me to Karui Shores, but Johan just sits there with basic dialogue options and doesn't have the exclamation point to allow me to progress the quest.
I've tried just going to Kingsmarch via party member but it says I don't have the required quest state.

Please help!

Go to Karui Shores and stand next to Johan for a few minutes. Apparently this will trigger the dialogue/exclamation mark over his head.
