Fire Exposure on hit Wand / Mercanary

Hello,
I have given my Stormhand Mercanary a wand which has "chance to inflict Fire Exposure on Hit" but it does not apply Fire exposure. Is it maybe that the on hit effect is only local and only applies to attacks and not spells? Or does he need to also deal fire damage to applay fire exposure? Thank you This is the item:

How did you check this? Exposure doesn't have a debuff icon on the monster.

Oh it does not have one? Thought it has, or does it have it in PoE2 but not in PoE1?

Should work. Try to find a monster with 0% fire res (it should not have a fire icon on the right or left of the name bar). After a few hits from a mercenary, a negative fire resistance icon should appear (red fire icon on the left).
