Ultimatum provides only Stone Circles

I specced into Ultimatum and have all the nodes EXCEPT the Stone Circles one. Ever since doing that, all I get is Stone Circles. It seems that the increase in chance is instead a reduction.

Same, got all the % increase nodes for the other ones, yet every single ultimatum encounter is "stay inside stone circle"
