Betrayal Safehouse decayed in 1 turn

I filled my investigation bar on transportation by executing the leader during a transportation encounter and the safehouse button popped up like it should. Then in the same map i did a research encounter and once that ended my transportation safehouse decayed back down to 90%. I did nothing else in between.
