T16.5 Singular Focus Drops

Singular focus notable takes effect after allocating, but after map has already been opened.

Step 1: Open T16.5 map, without Singular Focus allocated
Step 2: Enter map portal and then leave map back to hideout. No maps had dropped yet.
Step 3: Allocate Singular focus in hideout
Step 4: Re-enter map
Step 5: Map drops heavily weighted toward favored maps (10 to 1)

Bug report command filed in map after the affected map was completed.
