Is there a way to farm the Merc you want?

For the life of me I cant seem to get Cruel Mistress ... Get heaps of STR/Int or Ex /Int ....

If you don’t want str/int or an other attribute range you need to exile that merc. It’s blocked for 10 maps after being exiled which increases the other mercs to spawn

" While that is technically true, this merc in particular appears to have a much lower spawn rate than the rest. I've seen a total of 3 since I started maps, compared to dozens of each of the rest. General discussion gaming forums are almost always a cesspit of ignorance and trolls.

I've heard some mercs only appear in higher tier content. I dont know what tiers though.
