Herald of Thunder doesn't target Mercenaries that i fight in areas.

Playing Elementalist + shaper of storms and i apply shocks to the mercenaries. herald of thunder storm kills all mobs except the merc that i am fighting.

it seems that HoT isnt targeting some unique monsters. i just fought Shakari, used Shock Nova to shock it, and HoT does not strike.
