Missing Book of Skill

I didn't receive a Book of Skill from Tarkleigh for The Dweller of the Deep. Tarkleigh has the greyed out option for repeating the completed text quest. I've killed him multiple times, checked all inventory slots multiple times, logged out, restarted game, etc but nothing works. /passives shows me not having it completed and only 23/24 from quest rewards. I'd prefer to not have to relevel another toon when I just got done. Any help appreciated. Thanks.
