New (to me) bug, cant use portals.

After hotfix 3 for both times so far.
Open portal from zone to go sell, get: Failed to Join instance because: Error: Failed to join any instances. Failed to join any instances. First time walking to another zone worked, trying to see if that works again. Currently leveling up in the campaign on The Blood Aqueduct.
