Bug? improving quality of a rarer quiver

Not sure this is a bug or I missed something, I have a rarer quiver (yellow not corrupted) have 0% quality on it, when trying to use whetstone on it, game says it is not a weapon, then when try to use the armorer, game says it is not an armor. Are quivers quality not able to be improve? This is in standard.
