Boss doesn't spawn with Azmeri Spirit

After running a few different waystones with Tetzcatl as the boss, in an area with "Bosses are inhabited with azmeri spirit" I've noticed that this boss in particular doesn't ever have a spirit. Tried a Ravine, and a Vaal Factory and both maps didn't have the spirit inhabiting the boss.

Just ran a Sun Temple with the boss, and it also did not have the Azmeri spirit. Even though one of the mods listed it.
