Orb Of chance really an orb?

I have been trying to use these orbs of chance on regular white named items and no matter what i try it with it never works!! Help plz i would love to use these items its kinda like gambling and i wanna see if i have good luck! Plz and thank you!

" Please confirm whether this is in PoE 1 or PoE 2. Chance orbs work differently in PoE 2 - they will only work on a base item that is the base for a unique, and will either change the item into the unique or will go poof. 😹😹😹😹😹
