Going back to unlock Alva in Act 7, she is not in the Causeway (per quest)

I skipped over Alva in Act 7. Now that I'm through the campaign and into the atlas I want to start doing incursions, except Alva is locked from my hideout until I complete her quest in Act 7. I went to the Causeway (per the quest) and ran through it, front to back, several times (creating new instances) and she is not there.



I even ran through the Vaal City a few times too, wondering if I had seen her there in my playthrough and skipped her. She also wasn't there. :)

Am I perma-locked from incursion now?

Follow Up: I used an Incursion scarab to force Alva into a map and now she's unlocked in my hideout. /shrug
