Betrayal Research did not trigger syndicate members or material destruction

I completed the Transportation and Intervention encounters, but when I went inside the Research lab, while I was able to kill all the mobs the Syndicate members did not spawn at all and the timer for destroying the research material did not trigger.

I have Jun info showing 2/3 encounters completed, so it's not an issue of leaving another member with a dialog option.

This was in a Palace map containing Veritania's citadel, T15.

I have betrayal and ritual atlas nodes. The only other thing I can think of is that the Ambush encounter spawned right when a ritual was ending, so not sure if that had an impact.

I can confirm the issue. Grave Trough map. I had finished one encounter and thrown a Research member in jail (by mistake, I might add). That left me only the research leader and no other floating Syndicate members (everyone is assigned to a division, 2-5-2-5). Everything in the lab is eliminated but no Syndicate member spawned.

Also, Jun did not join me inside the lab. She is still standing outside and offers the standard descriptive dialog for Underground Lab.

Edited to add: I returned to hideout and talked to Jun there - no change. I also ran back to the first Jun on this map and talked to her - no change. I finally went to the third encounter and completed it, and Janus (who was supposed to be in jail for 2 more turns) was released. Then went back to the lab and he turned up as normal, but the entire lab was empty other than him.

Can confirm one map I did I was able to fight all lab rares with no members spawning in and no countdown. Occurred on Orchard after completing a transportation.. I don't rememver if I had a 3rd encounter (definitely not fortification). This was last week post-patch.
